Educational Programs provide students with the skills they need to live successful lives. Our robust programs include early childhood development, classroom consultations in partnership with school districts, adult continuing education programs and parent workshops.
Support Services

Support Services offer various programs to address social determinants of health, including housing and employment coaching and placement, among other critically needed services.

SOLANO COUNTY, Calif. (May 30, 2024)—The Solano County Department of Health and Social Services, Behavioral Health division, in partnership with Pacific Clinics, California’s leading provider of community-based mental health and substance use services, announces that Solano Mobile Crisis can now be accessed by calling 707-806-0866 and is now available 24 hours a day, seven days a week, 365 days a year countywide.

Mobile Crisis team members are certified first responders trained to prevent or de-escalate crisis situations and provide support in the community to an individual needing to be placed on an involuntary 72-hour psychiatric hold, otherwise known as a 5150.

One of the main goals of Mobile Crisis is to provide trauma-informed care to those experiencing a mental health crisis by utilizing a team of mental health specialists and peer specialists with lived experience and expertise supporting youth and the unhoused. After the team responds to a call, they meet with the individual(s) in person and connect them to resources at the time of service.

All team members are trained by law enforcement in crisis response and conversely, law enforcement agencies triage and receive support from the mobile crisis team during their debriefs or in daily situations needing co-responses. The Suisun Police Department has also donated part of its office to house the Pacific Clinics mobile crisis team after hours to ensure their safety.

“Ensuring access to free Mobile Crisis services has been a number one priority for our County,” says Emery Cowan, Chief Deputy Behavioral Health. “Our hope is that every person in Solano knows how to find help, is not afraid to reach out, and can get the support they need to move beyond their crisis and lead happy and productive lives.”

“We are honored to be able to deliver such a critical service to our community,” Mobile Crisis Associate Clinical Director, Pacific Clinics, Jennifer MacKinnon. “Our team is highly experienced, dedicated and compassionate. They give their all to bring hope to those who may be struggling to find it.”

“We are lucky to be able to partner with such dedicated county and law enforcement teams,” says Jennifer. “It’s a very symbiotic relationship because they have trained us and accompany us on some calls, and we help to free up their resources for non-crisis types of matters.”

The program serves all of Solano County’s participating jurisdictions, including Benicia, Dixon, Vallejo, Fairfield, Rio Vista, Suisun City, Vacaville, Travis Air Force Base (TAFB) and unincorporated Solano County areas — more than 850 square miles.
