Educational Programs

Educational Programs provide students with the skills they need to live successful lives. Our robust programs include early childhood development, classroom consultations in partnership with school districts, adult continuing education programs and parent workshops.

Support Services

Support Services offer various programs to address social determinants of health, including housing and employment coaching and placement, among other critically needed services.

BUILDING CONFIDENCE, CONNECTION AND SKILLS

Bloom and Soar

Bloom and Soar are school-based student behavioral health programs that help children, adolescents, and teens develop social-emotional skills, strengthen relationships, and build confidence while helping schools address chronic absenteeism, behavioral health challenges and alternatives to suspension. 

Delivered by Pacific Clinics Bloom and Soar teams, these tiered services provide structured large groups, small groups, and 1:1 or interventions that support student well-being and school engagement. 

Bloom and Soar is designed to complement the MTSS framework, Community School efforts, various district initiatives that include counseling and wellness center operations.

No cost to Schools or Districts

Bloom and Soar programs are provided at no cost to participating districts and families. 

Pacific Clinics delivers these services through California’s Children and Youth Behavioral Health Initiative (CYBHI) Multi-Payer Fee Schedule Program, which allows qualified providers to deliver behavioral health services across school settings and in the community. 

Through this funding model: 

  • Schools and districts do not pay for services
  • Services are provided at no cost to students and families 
  • Programs are implemented on campus and in the community in partnership with school staff
  • Pacific Clinics bills services through the state CYBHI fee schedule

Two Programs Designed for Different Developmental Stages

Bloom – For Elementary and Early Middle School Students
(Ages 5–12)
 
Bloom helps younger students develop foundational emotional and social skills and school readiness skills through structured whole classroom, small group, and 1:1 skill building sessions activities that combine creativity, movement, and peer interaction.  Students build skills in: 
  • Emotional awareness and regulation
  • Communication and friendship building
  • Confidence and self-expression
  • Cooperation and problem-solving
  • Nutrition education and healthy lifestyle skills 
  Bloom helps younger students build the skills that support positive behavior, classroom readiness, and healthy peer relationships. 
SoarFor Middle and High School Students
(Ages 13–18)
 
Soar supports adolescents as they navigate identity, independence, relationships, and academic pressures.  Through guided discussions and practical activities, students strengthen skills in:
  • Stress management and emotional awareness
  • Communication and relationship building
  • Goal setting and decision-making
  • Leadership and confidence
  • Nutrition education and healthy lifestyle skills 
  Soar helps teens build the resilience and self-management skills that support academic engagement and positive school participation.

Alignment with School Support Systems

Bloom and Soar integrate with existing school wellness efforts and student support frameworks. Programs align with:

  • MTSS (Multi-Tiered System of Supports)
  • PBIS (Positive Behavioral Interventions and Supports)
  • School wellness center implementation
  • Tier I & II prevention and early intervention supports
  • Tier III services

Programs are designed to complement the work of school counselors, psychologists, and student services teams.

Program Delivery

Bloom and Soar are implemented in partnership with school sites and may include:

  • Before & After-school group and 1:1 sessions
  • In-school student wellness and skill building whole classroom and small groups
  • Wellness center programming
  • Summer and break expanded learning programming

Services are led by Pacific Clinics behavioral health professionals including mental health clinicians and wellness coaches trained in trauma-informed and culturally responsive practices.

Implementation Process

Pacific Clinics works directly with school and district leadership to coordinate program implementation.

  • Step 1 – School Partnership
    Schools or districts partner with Pacific Clinics to offer Bloom or Soar on campus and across community settings.
  • Step 2 – Program Coordination
    Pacific Clinics coordinates scheduling, staffing, and structure with site leadership. Pacific Clinics school-based teams join COST and SST meetings to support coordinated care, data collection and data analysis.
  • Step 3 – Student Participation
    Students participate in services through school referral processes or wellness center programming.
